It varies between business units, but within mine and a couple of other departments, the culture is toxic. Major decisions are at times politically driven. The toxicity originates from the leadership level, as I have worked with lower level members and they are very nice people and work hard, but they are (as I am) beholden to the toxic leadership.
Sometimes good sometimes bad.
